双拥工作是拥军优属、拥政爱民工作的简称，是在党的领导下，以巩固和加强军政军民团结为主旨，组织发动全国军民为中国革命、建设和改革事业团结奋斗的一项社会活动。它深刻反映了我国军民血肉相连的本质特征，生动体现了党的宗旨、国家的性质和人民军队的本色，是我们党、国家和军队的优良传统和特有的政治优势。
双拥工作有很久的历史渊源。早在红军初创时期，我们党和毛泽东同志就提出了工农红军离不开工农群众的思想，要求军队爱护人民群众，苏区政府和人民支援红军、优待军属。抗日战争时期，为了巩固和发展抗日根据地，扩大抗日民族统一战线，陕甘宁边区政府组织开展了“拥护军队、优待抗日军人家属”活动，八路军留守兵团开展了“拥护政府、爱护人民”活动，改善和密切了边区的军政军民关系，形成了军民团结、共御外侮的生动局面。1943年1月，毛泽东同志充分肯定了陕甘宁边区的做法，号召各根据地军民普遍开展这一活动，从而使双拥运动从延安迅速发展到各个抗日根据地，掀起了前所未有的双拥热潮。这就是常说的双拥运动多少周年的由来。
双拥工作在我国革命和建设的各个历史时期均发挥了重大作用。解放战争时期，广大军民携手并肩，浴血奋战，以排山倒海之势、雷霆万钧之力,迅速摧毁了国民党反动统治,双拥工作所形成的坚强的军政军民团结,在夺取新民主主义革命胜利中发挥了重要作用。新中国成立后，特别是改革开放以来，双拥工作理论不断完善，内容不断拓展，形式不断创新，以军民共建社会主义精神文明为载体，广大军民参与双拥工作的热情空前高涨；以创建双拥模范城（县）为龙头，群众性双拥活动蓬勃兴起、持久不衰，广大军民在经济建设的主战场上通力合作，在三个文明建设中相互促进，在维护国家安全、统一和稳定中密切配合，在抗御严重自然灾害和重大疫病中并肩战斗，军政军民团结显示了强大力量。
为了推进双拥工作的发展，党和国家根据各个历史时期的形势和任务，先后召开过多次全国性的双拥会议。主要的有：1980年徐州全国双拥工作会议，1984年北京全国双拥工作会议，1987年佳木斯全国双拥工作会议，1991年福州全国双拥工作会议，1993年延安全国双拥工作会议和2004年的全国双拥工作会议。这些会议都是根据党和国家、军队当时的主要任务召开的，并适应形势提出了双拥工作的任务，使双拥服务于党和国家、军队的中心工作。双拥模范城（县）是从1991年福州双拥会议开始的，之后又开过6次大的表彰会。这些重要会议，都有党和国家领导人参加和接见。会议研究的一些重大问题和政策，对推动双拥工作发展创新产生了重要作用。
回顾七十多年的历程，可以清楚地看到，双拥工作产生于土地革命战争时期，成熟于抗日战争时期，在社会主义建设特别是改革开放和建设社会主义和谐社会的新时期，有了很大的创新发展。党中央、国务院、中央军委对双拥工作历来高度重视。毛泽东同志依据马克思主义基本原理，创立了人民军队建设的思想和人民战争理论，提出了军民一致的根本原则，作出了“兵民是胜利之本”的精辟论断，为双拥工作的形成和发展奠定了理论基础。邓小平同志在开创中国特色社会主义的伟大事业中，明确指出军民一致的原则不能变，要根据新的情况，从各个方面搞好军民关系，加强军政军民团结，并倡导开展了军民共建和创建双拥模范城（县）活动，使双拥工作从内容到形式都有了新的发展。党的十三届四中全会以来，江泽民同志对军政军民团结作了一系列重要论述，明确要求一定要站在国家长治久安、民族兴旺发达的高度，把加强军政军民团结作为重大的政治原则紧紧抓住不放，像爱护眼睛一样爱护军政军民团结，巩固和发展“同呼吸、共命运、心连心”的新型军政军民关系。以胡锦涛同志为总书记的新的中央领导集体对双拥工作高度重视，在中央政治局第五次集体学习和党的十六届三中全会上，胡锦涛同志强调，要广泛深入地开展双拥共建活动，加强军政军民团结，形成国防建设与经济建设相互促进、协调发展的机制。在国家经济发展、科技进步的基础上，实现国防和军队现代化的跨越式发展。这些论述是双拥工作的理论基础，也是双拥工作的长远指导思想。
在党和国家的关心重视和正确领导下，双拥工作在继承中发展，在改革中前进，取得了新的成绩和进步，有力地促进了国家的改革发展稳定和军队建设。同时，也创造和积累了许多反映中国革命和建设规律，具有时代特点和创新特色的成功经验。主要是：坚持以马列主义、毛泽东思想、邓小平理论、“三个代表”重要思想和科学发展观为指导，用建设中国特色社会主义的共同政治基础凝聚军心民心，保证双拥工作始终沿着正确方向发展；坚持围绕中心，服务大局，始终把党在各个时期、各个阶段的历史使命作为最高目标，促进经济实力、国防实力和民族凝聚力同步增强；坚持从政治上看待和处理军政军民关系问题，不断密切军队与人民群众的血肉联系，维护社会政治稳定大局；坚持深入持久地开展国防教育，增强全民国防观念，形成人人关心国家安全、勇于献身国防事业的社会风尚；坚持主题鲜明、富有时代特色的双拥形式，深入持久地开展军民共建和创建双拥模范城（县）活动，不断提高双拥工作的整体水平；坚持在地方党委、政府的统一领导下，发挥各级双拥领导机构和军地职能部门的作用，形成齐抓共管、各司其职的双拥工作运行机制。这些经验是在双拥实践中总结出来的，又指导双拥实践不断发展。
为了适应新形势新任务的要求，加强对双拥工作的指导，1991年6月，经党中央批准，国务院、中央军委成立了“全国拥军优属拥政爱民工作领导小组”，当时由国务委员陈俊生同志担任领导小组组长，中办、国办、民政部、总政治部领导担任副组长，中央党政军24个部门领导为成员，下设办公室，由民政部、总政治部抽组人员合署办公，负责领导小组的日常工作。实践证明，这种机制产生了重要作用。到目前为止，领导小组作了3次大的调整，罗干、司马义・艾买提和回良玉同志先后继任组长。领导小组现有1名组长，7名副组长，36个成员单位。各成员单位通过联络员与领导小组办公室沟通
